The Realities of Thinking Necessary for IPO Strategy in the Medical Device and DTx Industry

The development and diffusion of SaMD is accelerating against the backdrop of the digitalization of the medical field and the expansion of the health tech market. However, in Japan, there are many difficulties in achieving IPO EXIT. This session will bring together entrepreneurs who are trying to develop and market SaMDs, experts who are responsible for regulatory and approval strategies, and players who are promoting IPOs to provide thought-provoking tips on IPO strategies.

      I joined the Department of Orthopedic Surgery at Tokyo University of Science in 2019 and obtained my orthopedic surgery specialist certification. Subsequently, in conjunction with my enrollment in the graduate school (currently enrolled), I was seconded from the university medical department to the Ministry of Health, Labour and Welfare, where I served as a medical officer engaged in the evaluation of medical devices, in vitro diagnostic pharmaceuticals, and medical technologies (surgical procedures, etc.), as well as the 2024 revision of medical fees.
      In healthcare-related businesses, particularly in the evaluation of medical devices, clinical positioning and its corresponding utility (such as improved patient outcomes) are crucial. Therefore, for technologies and products to be implemented in society, design must consider not only the technical aspects of creating physical products but also clinical, scientific, and regulatory perspectives.
      However, in practice, business companies often seem to lack this awareness. As a result, positioning and utility are not adequately organized, and despite valuable investments of capital and effort, many products end up with unclear purposes and significance when seeking insurance coverage. This situation presented a significant challenge to me.
      Given these circumstances, I came to believe that there was a need for professionals who could bridge the gap between business companies, clinical settings, academia, government, and finance, which led me to pursue a career in investment banking.
      Currently, at SBI Securities, I focus on the life sciences sector, pursuing alignment across clinical, scientific, and regulatory domains while supporting capital strategies including IPOs and M&As that realize innovative business creation.

          CEO of emol Inc. After graduating from an art university in 2013, I founded the creative company Airze Inc. in 2014, working on web and app design and development. In 2018, I released emol, a mental health app using AI chat. I founded emol Inc. in 2019 to address mental health issues and now focus on developing digital therapeutics for mental disorders.

              Shuhei Fujimoto

              He is actively engaged across the three core areas of new business development, research, and investment within the medical, healthcare, and nursing care sectors.

              After leading new business initiatives at startups including Medley Corporation, he became the head of new business development in the healthcare division of a major general trading group. There, he spearheaded new ventures such as retail healthcare services and AI-driven nursing care solutions, leveraging his own research toward social implementation. Following his tenure in business development, he joined the Graduate University of Public Health in Shizuoka Prefecture as an associate professor(current position). His academic pursuits encompass industry-academia collaboration, healthcare innovation, corporate analysis, medical communication, and patient journey mapping, resulting in over 70 published papers and 20 authored books.

              Subsequently, he served as a new business development advisor for TRIGHT Corporation, and since February 2024, he has returned to Medley Corporation as a director specializing in open innovation (current position). His professional activities extend broadly into startup investments, strategic business alliances, and mergers and acquisitions. Additionally, he is an angel investor focusing specifically on healthcare startups.

              He holds a Doctorate in Public Health (DrPH), an MBA, and a Master's degree in Intellectual Property Management.

                医師、MBA（一橋/Finance）、元厚労省。眼科専門医、抗加齢医学専門医。専門：デジタルヘルス、医療DX、データ医療。1500件以上の手術を執刀し、手術器具開発や日本初の眼科遠隔医療サービス開発・事業譲渡。厚生労働省では医療ベンチャー政策立案に従事。退職後、日本初のスマホオンライン診療や治療用アプリを開発。2017年アイリス株式会社を共同創業、2022年AI医療機器として国内初の新医療機器「nodoca」の承認・保険適用を実現。経済産業省Healthcare Innovation Hub・厚生労働省医療ベンチャー支援（MEDISO）アドバイザー。

                    私は、2019年に東京科学大学整形外科医局に入局し、整形外科専門医を取得いたしました。その後、同大学院への入学にあわせて（現在在学中）、大学医局から厚生労働省に出向し、医系技官として医療機器、体外診断用医薬品及び医療技術（手術等）の評価に係る業務と、令和6年度診療報酬改定に携わりました。
                    医療に係る事業、特に医療機器の評価においては、その臨床上の位置づけ及びそれを踏まえた有用性（患者予後の改善等）が重要です。
                    よって、技術や製品が社会実装されるためには、有体物を作るという技術的な観点のみならず、臨床的、科学的及び行政的な観点を踏まえた設計が欠かせません。
                    しかし、実際には、事業会社においてその認識が欠けているように思われ、その結果、位置づけ及び有用性が十分に整理されず、貴重な資金と労力を費やした製品にもかかわらず、保険収載に際して用途及び意義が不明瞭になってしまうケースが少なくないことに課題を感じました。
                    こうした現状を踏まえ、事業会社を中心に、医療現場、アカデミア、行政、そして金融の立場の架け橋になる人材が必要であると考えるようになり、投資銀行の道に進みました。
                    現在はSBI証券にて、ライフサイエンス領域を中心に、臨床、科学、行政の各分野における整合性を追求するとともに、革新的な事業創出を実現するIPO及びM&A等の資本政策に関する支援業務に従事しています。

                            株式会社メドレーなどのスタートアップで新規事業開発を牽引した後、総合商社グループ ヘルスケア部門において、自身の研究を社会実装する形で店舗ビジネス・介護AIサービス等の新規事業責任者を務める。事業展開後、静岡県立の公衆衛生大学院で准教授に就任（現職）。ヘルスケア領域の産学連携・イノベーション・企業分析、および医療コミュニケーション・Patient Journey分析等の研究に従事。並行して、2023年より株式会社トライト 新規事業開発アドバイザー、2024年より古巣であるメドレーにてオープンイノベーションを管掌として従事（現職）。スタートアップ投資、事業アライアンス、M&A等、幅広く活動している。また、ヘルスケア特化のエンジェル投資家として約40社に出資。Ph.D（Public Health）、MBA、修士（知的財産マネジメント）。
